MAONESHO WIKI YA ELIMU DODOMA YAFANA


Waziri Mkuu Mizengo Kayanza Peter Pinda (MB) amezidua wiki ya Elimu nchini iliyoanza tarehe 03 Mei hadi Mei 10, 2014 mjini Dodoma.
 
Akizindua maadhimisho hayo Waziri Mkuu amesema Serikali itaendelea kuweka msingi wa dhati katika shule za kata kwa lengo la kupandisha kiwango cha kufaulu. Amesema maadhimisho hayo ni sehemu ya Mpango wa Matokeo Makubwa Sasa – Big Results Now BRN katika Sekta ya Elimu ambayo yanafanyika kwa mara ya kwanza hapa nchini.
 
Maadhimisho hayo yana lenga kuelimisha Umma wa Watanzania juu ya umuhimu wa Elimu Bora na ushiriki wao katika kuhakikisha kuwa elimu bora inapatikana kwa wote.
 
Maadhimisho ya Wiki ya Elimu yamejumuishwa pamoja na kuainisha, kuwatambua na kutoa Tuzo kwa Wanafunzi, Walimu, Shule, Halmashauri na Mikoa iliyofanya vizuri katika Mtihani wa Kumaliza Elimu ya Msingi na Mtihani wa Kumaliza Elimu ya Sekondari Kidato cha 4 mwaka 2013.
 
Kwa upande wa taarifa za Matokeo ya Mtihani wa Kidato cha Nne zinaonesha kuwa, ufaulu wa juu (Daraja la I-III) kwa mwaka 2013 unaonekana kuwa mkubwa ukilinganishwa na miaka ya 2010, 2011, na 2012 kwa shule za Kata, Serikali, Binafsi na Seminari. Aidha, idadi ya watahiniwa waliofaulu katika madaraja hayo nayo iliongezeka kwa aina zote za shule.
 
Kwa upande wa Shule za Kata, Takwimu zinaonesha kuwa wastani wa ufaulu wa Shule za Kata ni mdogo (Asilimia 48 ) ikilinganishwa na Asilimia 59.7 Shule za Serikali; Asilimia 84.3Shule Binafsi na Asilimia 80.8 Shule za Seminari. Hata hivyo, kwa idadi ya wanafunzi wengi waliofaulu katika Mitihani hiyo ni wa kutoka katika Shule za Kata ambao ni 109,229 ikilinganishwa na52,242 wa Shule za Binafsi, 33,533 wa Shule za Serikali na 6,149wa Shule za Seminari. Hii inatokana na ukweli kuwa idadi kubwa ya Wanafunzi iko kwenye Shule za Kata.
 
Aidha, takwimu zinaonesha kuwa, ufaulu usioridhisha wa Daraja la Sifuri wa Shule za Kata kwa mwaka 2013 ni wa chini kuliko miaka mitatu iliyopita.
 
Kutokana na yaliyojitokeza kwenye matokeo hayo ya Kidato cha Nne mwaka 2013, ni dhahiri kwamba, Serikali inahitaji kuongeza uwekezaji kwenye shule zake za Kata na zile za Serikali kwa kasi zaidi pia kuna umuhimu mkubwa wa kuangalia upya uwekezaji kwenye shule za vipaji maalum ili kufikia malengo yayowekwa wakati wa kuanzishwa kwa shule hizo. Uwekezaji huo ulenge zaidi kwenye miundombinu, walimu, ukaguzi, vitabu, na vitendea kazi.

Waziri Mkuu amesema kwa upande wa mafanikio katika Sekta ya Elimu mwaka 2009 – 2013 Serikali imelenga kuwa na darasa la Elimu ya Awali katika kila Shule ya msingi,kuongezeka kwa idadi ya walimu,kuongezeka kwa uwiano wa mwalimu na mwanafunzi,na kuongezeka kwa shule za msingi na sekondari nchini.
 
Kuanzishwa kwa Mpango wa Matokeo Makubwa Sasa (BRN) kumeleta ushindani kwa kupanga shule katika makundi ya ubora wa ufaulu na kutoa Tuzo kwa shule 3,000 zilizofanya vizuri na zilizoonesha kupiga hatua katika mtihani wa mwaka 2013. Lakini pia, Mpango huu umeweza kuinua kiwango cha ufaulu kutoka Asilimia 30.72 mwaka 2012 hadi 50.61 mwaka 2013 kwa elimu ya msingi na Asilimia 43.08 mwaka 2012 hadi Asilimia 58.25 mwaka 2013 kwa Elimu ya Sekondari.
 
Mpango wa Matokeo Makubwa sasa pia, umeimarisha usimamizi wa menejimenti ya shule kwa kuandaa kitabu cha kiongozi na kutoa mafunzo kwa Wakuu wa Shule za Sekondari 3,000. Aidha, chini ya mpango huu, wakuu wa shule wameweza kujenga uwezo wa ufundishaji na ujifunzaji kwa kutoa mitihani ya majaribio kwa Darasa VI na VII katika Elimu ya Msingi na Kidato cha IV kwenye Elimu ya Sekondari, na kusimamia uimarishaji wa miundo mbinu ya Shule 264 .
 
Waziri Mkuu ameitaka TAMISEMI kusimamia vema Fedha za ukarabati wa majengo na Wakurugenzi watakaozembea wawajibishwe.
 
Awali akimkaribisha Mhe. Waziri Mkuu kwa niaba ya Waziri wa Nchi OWM - TAMISEMI Naibu Waziri Nchi TAMISEMI (ELIMU) Mhe. Kassim Majaliwa amesema moja ya vipaumbele vya Mpango wa Matokeo Makubwa Sasa vilivyoibuliwa kwenye Maabara ya Elimu Aprili, 2013, ni utoaji wa Tuzo kwa Shule kuanzia Matokeo ya Mitihani ya Kumaliza Elimu ya Msingi na ya Sekondari ya mwaka 2013 ambapo kutakuwa na makundi mawili ya kupewa tuzo.
 
Kundi la kwanza ni shule zilizofanya vizuri na kundi la pili ni shule zilizoongeza kiwango cha ufaulu ikilinganishwa na matokeo ya mwaka 2012. Jumla ya shule 4,000 zitahusika katika mpango huu wa kupewa tuzo, kati ya shule hizo shule 3,000 ni za Msingi na 1,000 ni za Sekondari.
 
Amesema katika kufanikisha Maadhimisho ya Wiki ya Elimu nchini wadau mbalimbali wamejitolea na wamehaidi kujitolea kwa hali na mali. Mpaka sasa wadau hao ni pamoja na DfID, USAID, TAMONGOSCO, EQUIP-TZ, TWAWEZA na White Dent Chemi Cotex.
 
Maadhimisho ya wiki hii ya Elimu mwaka huu yenye kauli mbiu: ‘ELIMU BORA KWA WOTE INAWEZEKANA, TIMIZA WAJIBU WAKO', yanaambatana na maonesho na shughuli mbalimbali za elimu kutoka kwa wadau wa elimu kwa muda wa wiki moja yanayoendelea katika Uwanja wa Jamhuri mjini Dodoma

Serikali yafafanua kuchelewa kwa ajira za walimu nchini

Dodoma/Morogoro. Serikali imetoa ufafanuzi kuhusu walimu waliomaliza masomo yao na kutopangiwa vituo vya kazi kuwa muda wa kufanya hivyo bado.
Akizungumza nje ya Viwanja vya Bunge jana mjini Dodoma, Naibu Waziri wa Elimu na Mafunzo ya Ufundi, Philipo Mulugo alisema kuwa Serikali haijawasahau wala kushindwa kuwaajiri walimu waliomaliza masomo yao.
“Ni kweli wengi hawajapangiwa vituo vya kazi, lakini ndugu zangu Watanzania hebu muwe mnakumbuka kuwa ni muda gani huwa tunawapangia ajira walimu, mbona muda bado,”alihoji Mulugo.
Alisema kuwa muda wa kuwapangia walimu huwa ni kati ya Februari Mosi hadi Machi 30 mara baada ya wizara kupata vibali kutoka Utumishi.
Kuhusu walimu kupangwa na wengine kuachwa, alisema inatokana na bajeti ambayo wanakuwa wamepewa kutoka utumishi ambayo lazima inakuwa na ukomo wa idadi ya watu wanaotakiwa.
Hata hivyo alisema kuwa walimu ambao walimaliza na wana sifa za kufundisha wanapaswa kuwa na subira kwani kumbukumbu zao zipo na kwa vyovyote lazima Wizara itawaangalia.
Kuhusu taarifa iliyotolewa kuwa wako wanafunzi wa darasa la saba, ambao hawajui kusoma Kingereza kwa kiwango cha darasa la pili, alikataa kuzungumza kwa mada ni kuwa hana taarifa na utafiti huo.
“Siwezi kuzungumzia jambo ambalo utafiti wake umefanywa na watu wengine kwa malengo yao wenyewe, naomba wazungumze wao,” alisema.
Mjini Morogoro, Waziri wa Elimu na Mafunzo ya Ufundi, Dk Shukuru Kawambwa amesema pamoja na mafanikio yaliyopatikana katika sekta ya elimu, bado kuna changamoto nyingi ikiwamo ya upungufu
wa vifaa vya kutosha vya kujifunzia na kufundishia kama vitabu vya kiada.
Dk Kawambwa aliyasema hayo wakati akifungua kikao cha kazi cha Maafisa Elimu wa Mikoa na Halmashauri nchini na kuwa changamoto zilizopo zinahitajika kutatuliwa ili kiwango cha elimu kiendelee kukuwa na kuongeza uelewa kwa wanafunzi. Alitaja changamoto nyingine kuwa ni ufaulu mdogo katika masomo ya sayansi, hisabati na lugha unaosababishwa na upungufu wa walimu, madarasa ya awali na msingi.

Wassira aipinga Serikali yake

KATIKA kile kinachoonesha kuwapo msigano kwenye Serikali ya Rais Jakaya Kikwete, Waziri wa Nchi Ofisi ya Rais Mahusiano na Uratibu, Steven Wassira, amepinga mfumo wa utungaji mitihani unaotumiwa na Baraza la Mitihani la Taifa (NECTA).
Mfumo huo mpya unaotumika sasa, unamtaka mtahiniwa kuchagua jibu sahihi na kuandika herufi kwenye namba ya swali katika masomo yote, jambo ambalo Waziri Wassira alidai halijawahi kutokea katika kipindi cha miaka yote hata wakati akisoma.
Wassira anakuwa waziri wa pili wa serikali ya Kikwete kupinga hadharani mfumo huo, akitanguliwa na Naibu Waziri wa Katiba na Sheria, Angela Kairuki, ambaye alisema unadumaza elimu na kuongeza idadi ya wahitimu wasiojua kusoma na kuandika.
Wassira alisema hayo juzi katika mahafali ya kidato cha nne na sita ya Shule ya St. Anne Marie Academy, mara baada ya Mkurugenzi wa shule hiyo ambaye pia ni Mbunge wa Bukoba Vijijini, Jasson Rweikiza, kulalamikia utaratibu huo.
Alisema hakubaliani na mitihani ya kuchagua na kwamba hoja hiyo ataifikisha katika mamlaka husika ili ifanyiwe kazi.
”Unajua ni jambo la kushangaza sana, mimi sidhani kama mwanafunzi atashindwa kubahatisha, lazima atabahatisha tu, ingekuwa vizuri mwanafunzi anafanya insha kama sisi zamani, hii inamjengea upeo mpana wa kuwa na uelewa zaidi,” alisema Wassira.
Wassira aliongeza kuwa wiki iliyopita serikali ilikutana mjini Dodoma kujadili vipaumbele mbalimbali vya kufanyia kazi katika miaka mitatu, ambapo pia lilizungumzwa suala zima la elimu na maboresho yake, kwamba anaamini mambo muhimu yatazingatiwa.
Katika hatua nyingine, Waziri Wassira alilaumu wanafunzi kutofundishwa historia ya nchi yao huku akishangaa baadhi ya watu hata waliomaliza chuo kikuu kutojua vema historia, ikiwamo hata Uhuru na Muungano vilipatikana lini na kwa sababu gani.
Kauli hiyo hata hivyo ilitafsiriwa na baadhi ya watu kuwa ni kijembe kwa Naibu Waziri wa Elimu na Mafunzo ya Ufundi, Philipo Mulugo, ambaye aliwasilisha mada kwenye mkutano wa kimataifa na kudai kuwa Tanzania ni muungano wa visiwa vya Bahari ya Hindi vya Pemba, Tanganyika na Zimbabwe.
“Hili ni jambo la kushangaza kabisa mtu anashindwa kujua hata historia ya nchi yake ilikuwaje hadi tukaungana, uhuru lini na ndiyo maana utakuta wengine wanasema kuwa serikali tangu ipate uhuru haijafanya kitu chochote,” alisema Wassira.
Aliwataka wazazi kuwa karibu na watoto muda wote ili kuwajenga katika maadili yaliyo mema na si kumwachia mwalimu pekee.
Naye Mkuu wa shule hiyo, Johanssen Rwebugisa, alieleza mafanikio mbalimbali waliyoyapata tangu kuanzishwa kwake mwaka 2001, sambamba na changamoto zinazowakabili.
Alisema wamefanikiwa kuingia katika 10 bora ya shule jijini Dar es Salaam na kwamba ilianza na wanafunzi 45, lakini sasa zaidi ya wanafunzi 800 wanaendelea kujiunga kila mwaka.
Kuhusu changamoto, alisema ukosefu wa maji kutoka Mamlaka ya Maji Safi na Taka Dar es Salaam (DAWASA), umekuwa kikwazo kwao na wananchi wote wa maeneo yanayoizunguka shule hiyo.
Naye Mkurugenzi wa shule hiyo, Rweikiza, aliitaka serikali kutilia maanani suala zima la mfumo wa mitihani ya kuchagua jibu sahihi pamoja na suala la lugha ya kufundishia kwa wanafunzi kuanzia darasa la kwanza hadi chuo kikuu.

Mkuu wa shule ampiga mwalimu mlemavu

MKUU wa Shule ya Msingi Igaka iliyopo Kata ya Buzilasoga wilayani Sengerema, Mwanza, Boniphace Shilunga, anadaiwa kumvamia ofisini kisha kumpiga ngumi mwalimu mwenzake kwa kosa la uwajibikaji kazini.
Taarifa zinadai kuwa mwalimu aliyekumbwa na zahama hiyo mbele ya walimu wenzake ni Elias Lubasha, ambaye ni mlemavu wa mguu.
Kwa mujibu wa mashuhuda wa tukio hilo ambao ni walimu wenzake, tukio hilo la kusikitisha lilitokea Oktoba 19 majira ya mchana.
Walisema chanzo cha tukio hilo ni mkuu huyo kuingia kwenye ofisi ambayo hutumiwa na walimu hao na kukuta wakijadili kitendo cha mkuu wao huyo kuchukua baadhi ya samani za shule na kuzipeleka kwake.
Walifafanua kuwa kitendo cha mkuu wao huyo kuingia ofisini kwa walimu na kukuta hoja hiyo, huku mzungumzaji mkubwa akiwa Mwalimu Lubasha, kilionekana kumkera, kisha mkuu huyo akamfuata mwalimu mwenzake alipokuwa amekaa na kumrushia ngumi.
“Siku hiyo sisi tulikuwa tunajadili uhalali wa mkuu wetu kutumia baadhi ya samani za shule na kuzigeuza zake kinyume cha utaratibu, ndipo alipoingia na kukuta mjadala huo wakati huo Lubasha ndiye alikuwa anachangia hoja na ndipo tuliposhangaa kuona akimrukia na kumpiga ngumi,” alisema mmoja wa walimu.
Baadhi ya samani hizo ni pamoja na viti na meza, ambapo wanadai badala ya kuwa shuleni vimekuwa vikitumiwa na mkuu huyo nyumbani kwake kinyume cha utaratibu.
Kufuatia sakata hilo, iliwalazimu walimu hao kuingilia kati na kuamua ugomvi huo kisha kuitishwa kikao cha dharura kujadili mgogoro huo, ikiwa ni pamoja na mkuu huyo kumtaka radhi mwalimu mwenzake kwa kisingizio cha ghadhabu kumpanda na kusababisha hali hiyo.
Alipohojiwa na gazeti hili shuleni hapo, Lubasha alikiri kupigwa ngumi na mkuu wake wa kazi na kudai kuwa hakuchukua uamuzi wa kumfikisha mbele ya sheria baada ya kumuomba radhi.
“Ni kweli kama ulivyoelezwa lakini baada ya tukio hilo tulikaa kikao cha ‘staff’ wote akiwemo na yeye na aliomba nimsamehe, kwa madai hasira ndiyo ilimfanya anipige, nami nimemsamehe na ndiyo maana sikulifikisha suala hilo polisi japo ni kweli alinidhalilisha,” alisema Lubasha.
Naye mkuu huyo, Shilunga alipofuatwa kujibu tuhuma hizo, aligoma kuzungumza chochote na kumtaka mwandishi kuonana na Mwenyekiti wa kamati ya shule hiyo, Paulo Yatobanga.
Yatobanga aliitaka serikali kumpa uhamisho mkuu huyo kabla madhara makubwa hayajajitokeza, kwa madai kuwa amekuwa tatizo na hana mahusiano mazuri na wenzake, kwa kuwa amekuwa akitumia rasilimali za shule pasipo kuzishirikisha kamati husika.
Alizitaja baadhi ya mali za shule ambazo mkuu huyo ameuza pasipo kushirikisha kamati husika kuwa ni pamoja na miti mitatu aina ya michongoma, mikaribea na mzambarau.
Ofisa Elimu wa Wilaya hiyo, Juma Mwanjimbe, alipohojiwa kuhusiana na tukio hilo, alikiri kulifahamu ila akadai kuwa walimu hao walitaka kupigana wakawahiwa kuamuliwa.
Hata hivyo alimtetea mkuu huyo, akidai kuwa amekuwa mwiba kwa walimu hao kutokana na utendaji kazi wake mzuri na ndiyo sababu za kumfanya achukiwe pale inapotokea kuwabana kazini.

Modern Science High School for musoma rural village



CONSTRUCTION of a modern multimillion public secondary school has kicked off at the rural village of Nyamwaga in the Northern Tarime District, Mara Region. African Barrick Gold (ABG) is financing construction of the school which is schedule to consume over 2bn/- upon it’s completion.

Construction of the school is tipped to be one the first ever huge education projects to be funded by ABG in the communities surrounding North Mara Gold Mine, a move that is also expected to improve relationship between local people and Canadian miner. “The school will be built into two phases. The first phase will cost around 908 ml/- and the second phase about 1.3 bn/-“, North Mara Gold Mine Engineer Chambiri Mwita told this news paper at a tour in Nyamwaga village recently.

The first phase will comprise administration block, four classrooms, four teachers houses, eight holes students’ toilet and a two holes staff toilet. While the second phase, Eng Mwita said will include eight classrooms, two teachers houses, library, laboratory, dining hall, additional eight hole toilet and a sickbay. The mining company is using concrete blocks that costs 2.5 US dollars (about 4,000/-) each) to set up the school in one of the remote rural village of Tarime.

“This is our first time to use concrete blocks on a community project and aim is to control quality”, Eng Mwita said. A few days ago key stakeholders including local leaders met in what was described as first site meeting on the project. The meeting also brought together, Tarime district government senior officials, North Mara Gold Mine officials and Gimunta Champion Traders (GCT), a local contractor that has been awarded the multimillion tender by the mine.

Tarime District Council Technical in charge of construction Mr Marwa Mtiba described the project as huge investment citing using of the concrete blocks among other things. “These are high quality blocks. They are usually used for construction of giant buildings in big cities”, Mr Mtiba said. The contractor (GCT) pledged to meet the deadline in completing the first phase which is schedule to end after seven months from now.

By so doing GCT will stand better chance of winning a tender to construct the second phase that will include many additional premises, according to Eng Mwita. Reports had it that ABG officials at North Mara Mine site are closely supervising implementation of the project in a bid to ensure that it meets the deadline and required quality. “Everything is going well and after seven months the first phase buildings will be ready by 100 per cent”, GCT Director Mr John Gimunta told this writer shortly after the site meeting.

Local leaders have welcomed the project pledging full cooperation with the contractor. They want Canadian Ambassador to Tanzania to be involved in a laying an official foundation stone. “ We thank ABG for honouring Memorandum of Understanding (MoU) that we entered with the mine since 1995 and we are requesting Canadian Ambassador to come and lay foundation stone of this school,” Nyamwaga village chairman Mr Sasi Kirigiti said.

The villagers are also suggesting the school that will be accommodating form one to six students to be named Mwalimu Nyerere, the name of the founder of the nation the late Mwalimu Julius Nyerere. Construction of the school would play a significant role to increase science learning opportunities in the lake zone region, according to officials. “This is a good development and construction of the school will increase science learning opportunities for our students”, Tarime Secondary Education Officer Mr Bantaleon Ruiza said.

The school is schedule to open doors early 2014, according to Mr Ruiza. Mr Marc Luyt , a senior official with North Mara Gold Mine expressed satisfaction on the development of the project, pledging full cooperation. “It is exciting to see positive progress happening and I thank Nyamwaga villagers for allowing us to assist the village development,” Mr Marck said during the site visit meeting.

ABG, a leading Tanzanian Gold producer has vowed to execute fully Villages Benefits Implementation Agreements (VBIA) signed between North Mara Gold Mine and the surrounding villages late last year. The mining company has allocated around 26 bn/- to finance community projects in the villages under the deal which has been widely hailed by ordinary people, local leaders as well as Tarime district authorities.

Stakeholders believe that implementation of the VBIA will help to make frequent conflicts between the mine and the surrounding villages a thing of the past. “We promised to implement the agreements and the work has started as you can see, there is construction of new secondary schools and every school will have over 20 classrooms, Sungusungu dispensary has been upgraded into a health centre and it is now a good hospital than even other district hospitals.

Relocation of three public primary schools situated near the mine is also underway. We will fully implement the agreements in period of three years”, ABG’s Vice- President for Corporate Affairs Mr Deo Mwanyika told reporters shortly after Deputy Ministers for Minerals Mr Stephen Masele and his counterpart in charge of Environment in the Vice- President’s Office Mr Charles Kitwanga early this month.

Both ministers hailed the initiatives during their first joint tour into the mine and the surrounding villages. They urged ABG to continue speeding up implementation of the agreements, something which they said would greatly help to reduce tension between the mine and local people. “Today we are witnessing ABG fulfilling it’s promises to the local communities and I hope there will be harmony”, Deputy Minister Kitwanga remarked.

Deputy Minister Masele said: “Iam happy that since morning we have seen a number of water and education projects and more interesting is the fact that there is harmony and local communities have started regarding the mine as a friend”. North Mara Gold Mine has been experiencing recurrent conflicts which critics claim are caused by failure by the mine to hounour several promises given to the surrounding villages several years ago. The mine has passed on the hands of a number of foreigner investors since 2002 when it was officially inaugurated by retired President Benjamin Mkapa.

They included Afrika Mashariki Gold Mine (AMGM), Placer Dome Tanzania And African Barrick Gold. Mid 2010 five civilians were shot death after hundreds of villagers invaded the mine to grab gold sand and clashed with anti-riot police. Since then ABG has been striving to enhance its relations with the local communities with implementation of the VBIA as well as funding short term community projects like supply of safe and clean water to the hundreds of women by using it’s truck on daily basis getting top priority.

But on the other hand frequent invasions have also forced the ABG to construct multimillion wall fence to protect its
